Heather Karmel is Chair of SHINE SA and the Council Secretary of Adelaide Institute Higher Education Council. Heather was Council Secretary of the University of Adelaide. She has previously held board positions including Nexus Arts Inc (Chair), Adelaide Philharmonia Chorus Inc (President), the Council of St Marks College, The University of Adelaide Theatre Guild, Canberra Choral Society Inc (President), Parallelo, Academic Board ANU and inaugural Vice President of the Australian Association of University Secretaries.  She has extensive experience across the tertiary and not for profit sectors and provides consultancy advice on governance especially in the tertiary sector.



Matthew Rosenberg

Board Director

Matthew has worked in private practice for 19 years, providing accounting, tax, advisory and audit service to business, NGO’s and charities. Matthew holds a Degree in Commerce (Accounting), is a Fellow of the IPA, Chartered Tax Advisor, SMSF Specialist Adviser, Fellow of Financial Accountants, a Registered Tax Agent and ASIC SMSF Auditor. Currently Matthew is studying a Masters In Business Administration at Deakin University.



Brigid Coombe

Board Director

Brigid is a Registered Nurse and holds a Master of Nursing Science in Community Health and Primary Care. Brigid has experience in the provision and management of sexual and reproductive health services, with special expertise in clinical governance and abortion care. Brigid is a member of the Women’s Health Special Interest Group of the Public Health Association of Australia and is co-convenor of the SA Abortion Action Coalition.


Vanessa Swan

Board Director

Vanessa Swan is the Executive Director Offender Development for the South Australian Department for Correctional Services. Prior to this role Vanessa was the Director of the South Australian Office for Women and previously the Director of Yarrow Place, Rape and Sexual Assault Service. Vanessa’s experience includes Parole Board of South Australia member, National Council to Reduce Violence against Women and their Children member, Chair of the National Association of Services Against Sexual Violence Chair and member of Medical Professional Misconduct Tribunal. Vanessa is a recipient of a Public Service Medal, has been inducted onto the South Australian Women’s Honour Roll and is a non-executive member of the White Ribbon Australia Board.



Glen Brewer

Chair, Finance Audit and Risk Committee


Glen joined the SHINE SA board in 2015 and subsequently became chair of its Finance Audit and Risk sub-committee. His background has been in finance, risk and governance and he now is the principal of a company that assists corporates with Research and Development Tax Incentive activities. Previously he was a chartered accountant in public practice advising individuals and businesses in taxation and related matters. Glen is also deputy chair on the national board of St John Ambulance Australia Inc and was a director of Adelaide Fringe Inc for eight years.



Julian Roffe

Board Director

Julian brings over 25 years senior management experience in the NGO, legal and health sectors where he has sought to help shape and improve the communities of interest that have been integral to his career, from initially supporting disadvantaged young people in the UK, through to issues of long term unemployment, gender inequality, criminal justice and health since he emigrated to Australia in 2005. He is a current White Ribbon Ambassador, former Chair of the Coalition of Men Supporting Non-Violence, and established South Australia’s first dedicated women’s domestic violence court assistance service whilst CEO of the State’s Victim Support Service.


Dr Jessa Rogers

Board Director

Dr Jessa Rogers CF is a Wiradjuri academic, educator, board director and consultant. She sits on the Nursing and Midwifery Board of Australia, the AITSL Aboriginal and Torres Strait Islander Advisory Group, and the AHPRA Aboriginal and Torres Strait Islander Health Strategy Group. Dr Rogers is a Churchill Fellow and was a Fulbright Scholar in 2017 based in the Harvard University Native American Program (HUNAP). She currently holds an Honorary Fellowship with the National Centre for Indigenous Studies (ANU), and works as a manager with PwC’s Indigenous Consulting (although she is on maternity leave until later in 2020).

David Cockram

Board Director

David joined the SHINE SA Board in 2020. He also holds the position of CEO at the Maxima Group, encompassing a Group Training Organisation for Apprentices and Trainees and a Disability Employment and Service. With over twenty years’ experience across government, aviation and the health sector, David is a passionate advocate for social equity. His interest in community capacity building and empathic leadership have underpinned his completion of post graduate qualifications in HR and Psychology. David has held roles with national and state based organisations, providing advocacy and advice concerning government policy settings across employment, training and other wrap around support services.
